Event Resilience

In the event of an incident, your event documentation is going to come under close scrutiny.

Health and Safety imposes a duty, not only to provide appropriate procedures for emergency situations but also that you arrange for the provision of medical facilities, rescue procedures and that you liaise with external agencies.

Event Resilience not only caters for emergency situations but also examines procedures needed to prevent incidents escalating significantly and provides the Event organiser with the means to recover and continue where appropriate.

Some emergency plans may be obvious, however there are others that may not be routinely considered, Event Safety Planning (ESP)will ensure that all threats that may affect your event in any significant way are addressed, examples of which include:-

  • Fire
  • Overcrowding - and other crowd dynamic related issues
  • Severe Traffic Congestion / Transport Incidents
  • Flooding
  • Loss of Service Utilities
  • Foul Weather
  • Structural Collapse/Failures
  • Outbreak of animal communicable disease
  • Terrorism - whether directed towards your event or neighbouring areas/properties
  • Civil Disturbances
  • Industrial Strikes
  • Mass Casualties

Notwithstanding the above list there are other threats to events that develop over time, ESP remains current and keeps well informed with these developments. ESP will work with both the Event organiser and any external agencies to produce and implement a professional Resilience Plan.

By adopting a logical, methodical approach, ESP will supply you with a comprehensive document that spells out what is needed and who should carry out the procedures, leaving you in no doubt as to what is required. It is obviously essential in these situations that you are familiar with these procedures prior to an incident as the incident itself will require a great deal of "on-line" processing.

ESP will provide procedural elements and Risk Assessments relating to Emergency Planning within a single document that is tailored to your event small or large, they may include some or all of the following :-

  • Traffic Management Contingency Plan
  • Security Plan
  • Show Stop Procedures
  • Communicating with the Public
  • Emergency Evacuation / Partial Evacuation Plans
  • Event Recovery Procedures
  • Event Medical Management Plan

As these measures are unfamiliar to most, providing information and training is paramount for the successful implementation of the plan should they be needed. ESP staff are extremely experienced in participating in Emergency Liaison Teams (ELT), particularly for the larger events and in providing information to Strategic, Tactical and Operational level event officers in order that they make the most appropriate decision. ESP will provide you with staff that can liaise with the external agencies at all three key management levels, be that STRATEGIC, TACTICAL or OPERATIONAL across all three Emergency Services and the Voluntary Aid Societies.

To bring all these together ESP will attend any pre-event meetings and exercises, for example Table Top Exercises on the Event organisers behalf or where necessary chair the Table Top in conjunction with the lead authority. Post event including any debrief as required and provide written reports in order for your event to improve from any lessons learned.
